What is the role of a private certifier?
A private certifier is an independent regulator. Their job is to assess, inspect and certify building works. When a building is deemed compliant, a certificate may be issued.
Most certifiers are also qualified as building surveyors – which means they are able to issue development certificates and perform site inspections during construction.

Certificates of compliance for NSW & QLD
Construction Certificate (CC) | This certificate is often required before commencing new construction. It shows that your plans comply with necessary building codes. |
Development Approval (DA) | Pre-approval of design plans by the local council. Typically a long process, it’s recommended for complex or non-compliant projects that require special consideration. |
Complying Development Certificate (CDC) | A simpler process that combines planning and building approval. CDC approvals are suitable for straightforward developments that can comply with a checklist of standards. |
Building Approval (BA) | An approval for a development application that is issued by the relevant local government for planning aspects under their planning scheme. It ensures the proposed building work complies with all relevant codes, regulations and safety standards. |
Form 15 | A certificate which signifies a building design or certain components have been reviewed by a relevant professional (e.g. engineer) and comply with building regulations. This is only required when the elements for review fall outside the competency of the certifier. |
Form 12 | A certificate issued by a relevant and licensed professional that states building works have been completed in accordance with the approved plans and conditioned standards. Also known as an Aspect Inspection Certificate (Appointed Competent Person). |
Certificate of Occupancy (CofO, OC, Form 11) |
A final certificate signifying that a building is safe to be occupied or used. This is a mandatory requirement for most developments. |
